SKV Law Offices Successfully Represents Reliance Industries Limited in MERC Proceedings for Adoption of Tariff for 2269 MW Solar Procurement under MSKVY 2.0

SKV Law Offices successfully represented Reliance Industries Limited (RIL) before the Maharashtra Electricity Regulatory Commission (MERC) in Case No. 153 of 2026, concerning MSEDCL’s petition for adoption of tariff discovered through competitive bidding for long-term procurement of 2269 MW of distributed solar power under the Mukhyamantri Saur Krushi Vahini Yojana 2.0 (MSKVY 2.0). RIL was one of the successful bidders and was awarded 34 substations aggregating 437 MW of distributed solar capacity at a tariff of Rs. 2.90/kWh in Ahmednagar and Solapur.
The proceedings involved the regulatory adoption of tariffs discovered through a large-scale competitive bidding process undertaken across 257 substations, with the procurement intended to support solarisation of agricultural feeders, fulfil MSEDCL’s Renewable Purchase Obligations and facilitate daytime electricity supply to agricultural consumers. The bidding process was conducted in two rounds and involved technical evaluation, financial bidding and e-reverse auctions for substations where multiple bidders quoted identical tariffs. The discovered tariffs ultimately ranged from Rs. 2.24/kWh to Rs. 2.90/kWh, with a weighted average tariff of approximately Rs. 2.825/kWh. The matter therefore required consideration of the statutory framework under Section 63 of the Electricity Act, 2003, the Solar Bidding Guidelines and the regulatory framework governing MSKVY 2.0.

The Commission allowed the Petition and adopted the final tariffs discovered through the competitive bidding process, ranging from Rs. 2.24/kWh to Rs. 2.90/kWh, for procurement of 2269 MW of solar power under MSKVY 2.0. The Commission further directed MSEDCL and the successful bidders to execute the PPAs within 30 days.
For RIL, the order enables the contractual implementation of its awarded 437 MW solar capacity across 34 substations. The decision also reinforces the regulatory framework for tariff adoption following competitive bidding under Section 63 of the Electricity Act and supports the continued implementation of MSKVY 2.0 for decentralised solarisation of agricultural feeders.
